One tour leader for roughly every fifteen participants. Above this threshold we provide a second tour leader. It is an operational choice, not a legal requirement: it comes from the limits of the most visited sites and from the point beyond which one person cannot guarantee timing, safety and attention to everyone.
Why fifteen
No national or regional law in Italy sets a maximum number of people per tour leader. There are, however, site limits, binding where you operate:
- Vatican Museums: maximum 20 people per guide, headsets compulsory above 10.
- Colosseum Archaeological Park: maximum 25 per group, headsets compulsory from 9 people.
- Venice: maximum 25 people since 1 August 2024, headsets compulsory above 10, loudspeakers banned.
- Pompeii: maximum 35, headsets from 16.
- Uffizi: headsets compulsory from 6 people.
Fifteen sits below all these limits. It leaves the margin you need when a licensed tourist guide joins the group — in the Vatican Museums, for example, tour leader plus guide plus fifteen people makes seventeen, within the limit of twenty. Above all, it is the threshold beyond which, in many years and hundreds of tours of experience, one person cannot handle timing, documents, suppliers and the unexpected without someone being left behind.
How it works
The tour operator or client tells us the number of participants. Up to fifteen, one licensed tour leader from the TourLeaderPro Network. From the sixteenth, a second tour leader at the same rate. The standard applies to every service delivered by the Network: tour escorting, private experiences, group trips, team building.
For tour operators
If you run tours in Italy and share this standard, you can adopt the Rule of 15 and use the «Follows the Rule of 15» badge in your materials. It is not a certification mark: it is a public statement that your product provides an adequate tour leader-to-participant ratio. To receive the badge and its terms of use, write to us.
For professionals
If you are a licensed tour leader and work to this standard, you can apply to the TourLeaderPro Network. Professionals holding the free Cold Mind certification can receive tour operators’ requests first: see how we order requests.
The Rule of 15 is a quality standard voluntarily adopted by the TourLeaderPro Network. It is neither a legal requirement nor an industry regulation. The site limits quoted are those in force at the date of publication; always check the updated regulations before each service.
