Lazio Tour Leader Registry 2026: Complete Guide to Licensing and Enrollment

Lazio Tour Leader Registry 2026: Regional Professional Enrollment

This guide explains how the Lazio regional list of tour leaders (accompagnatori turistici) works today, what changed after Constitutional Court ruling no. 196/2025, and what you can do if you want to become a tour leader or are already licensed in another Italian Region.

Lazio Tour Leader Registry - regional professional enrollment 2026

Update, October 2026. After Constitutional Court ruling no. 196/2025, the Lazio Region stated that, in the absence of a national law, no new tour leader licences can be issued. Those already licensed, including in another Region, can apply to be entered in the regional list: over time the Region has listed tour leaders licensed elsewhere. We are following the work on the national law and will update this page.

The Lazio system: exam and regional list

In Lazio the profession is governed by regional law no. 50 of 1985. The law provides for a licensing exam and for licensed tour leaders to be entered in a regional list. It also provides for preparation courses, which are not a mandatory requirement to sit the exam.

Today, as the box above explains, the Region is not issuing new licences while it waits for the national law. When licensing resumes, requirements, procedures and forms will be those set by the new rules and the call for applications: always check the official Lazio Region website.

Exam subjects under the regional law

Regional law 50/1985 lists these subjects:

  • tourism geography;
  • tourism legislation;
  • transport techniques;
  • currency and customs legislation;
  • at least one foreign language.

Practical tip: study tourism legislation and the difference between a tour leader and a tourist guide carefully. The Tour Leader Guide 2026 covers these topics in 7 chapters, with self-assessment tests and a mock exam.

After licensing: regional list and VAT number

Licensed tour leaders apply to be entered in the regional list. Forms, any fees and processing times are those set by the Lazio Region: check the official website before applying.

💡 Once you have your license card, the next step is to open a VAT registration with the correct ATECO code.

Ruling 196/2025: what changes for Lazio

With ruling no. 196/2025 the Constitutional Court declared unconstitutional the provisions on tour leaders of Tuscany regional law no. 61 of 2024. The principle: identifying professions and the qualifications required to practise them is a matter for the State. Without a national law, Regions cannot do it on their own.

For Lazio the practical consequence is the one in the box above: no new regional licences until the national law arrives. Ruling: cortecostituzionale.it.

What about other Regions?

The situation is changing across Italy. In Tuscany exams are suspended; in Emilia-Romagna courses are suspended (DGR 505/2026). Things change often: always check the website of the Region you are interested in.

FAQ — Lazio regional tour leader list

Can I become a tour leader in Lazio today?

Not through a new regional exam: the Region is waiting for the national law. If you are already licensed in another Region, you can apply to be entered in the Lazio list.

Is a licence from another Region valid in Lazio?

Intercultural Communication in Tourism: Protocols for Tour Leaders

Tour leaders licensed elsewhere can apply to be entered in the Lazio regional list, as has happened in the past (for example with determination G00208 of 2021).

What can I do in the meantime?

Prepare: the subjects remain those set by regional law 50/1985. Follow updates from the Ministry of Tourism and the Lazio Region.

Can I work as a tour leader without a licence?

No. You need a licence to practise. The regional law provides for administrative penalties for those who practise without one.

For official information, consult the official Lazio Region website. To learn more about licensing requirements, read the guide on qualification recognition for Tour Leaders.
